Yes, you can enable Apple Intelligence in the EU if your iPhone and iPad is running the latest iOS 18.1, iPadOS 18.1 developer beta 2.

Apple is Rolling Out Apple Intelligence in the EU with the Release of iOS 18.1 and iPadOS 18.1 Beta 2

Apple explicitly said at the launch of first iOS 18.1 and iPadOS 18.1 beta that Apple Intelligence is not available in the EU and China, but it did say it is working on it. However, with the newly launched iOS 18.1 and iPadOS 18.1 beta 2, Apple is finally bringing the feature to users in the EU.

But, you can’t just go right ahead and enable it even if you have the beta installed on your iPhone and iPad. You have to set your iPhone and iPad region to United States and set the language to English (United States). Basically, you will be following the tutorial posted here, and then simply join the waitlist which takes no more than a few minutes at best. It’s a very easy process and one that is totally worth it.

Do keep in mind iOS 18.1 and iPadOS 18.1 beta 2 is a strict requirement for this. If you haven’t downloaded the new beta, you can do so by going to Settings > General > Software Update. Also, you need an iPhone 15 Pro at least in order to use Apple Intelligence, or an iPad with Apple’s M-series chip. If you don’t have those devices, you may want to consider a device upgrade.

Also, if you go through different social media platforms, you’ll realize Apple’s AI is not available everywhere in the EU. I’m assuming it’s a slow rollout. If following the tutorial enables AI on your iPhone and iPad, consider yourself lucky. Those who didn’t get Apple Intelligence yet, just hang in there, it’s definitely coming.

Given Apple has said it is working to bring Apple Intelligence to the EU, it is definitely coming no matter what. It’s a feature Apple really wants everyone to use and their future hardware truly depends on it, too. AI really does open up new experiences for users, especially on the productivity side. Instead of fighting with your brain to write that perfect email, just let AI do some of the work for you.
