None of the iPads sold in the EU ship with a charger, including the latest iPad mini 7, and there’s a good reason for that.

Compared to iPhone, Apple ships every single iPad model with a charger in the box. However, if you live in the EU, you already know some models do not ship with a charger, including the latest M4 iPad Pro and the M2 iPad Air.
The newly announced iPad mini 7 does not ship with a USB-C charger either. Today, the entry-level iPad, the tenth-generation model, has joined the no-charger-in-the-box club.
The only thing you get is the tablet itself and a USB-C cable.
With the removal of the charger, Apple has reduced the price of the iPad 10 by €30 in the EU which is a fair deal given you guess less iPad for your money. You can either buy a charger from Apple or use the one you have.
Apple has also removed the charger from iPad in the UK, and has cut the price by £20, too.
The reason for removing the charger is simple – because of an upcoming regulation in the EU that requires the minimizing of electronic waste.
The first-ever iPhone to lose the charger was the iPhone 12 and Apple has maintained its decision to this day. The company encourages users to use the charger they already have or buy one of the many third-party ones available.
Do keep in mind the iPad lineup ships with a charger in the United States. However, it remains to be seen for how long Apple does this. Given how things stand, I wouldn’t be surprised if Apple starts shipping its devices with no charger at all.
